Franck Chen

President, Chief Operating Officer

Franck Chen, a veteran private banking professional with strong expertise in multi family offices / external asset managers business. His strength is his ability to build new business from scratch and his visionary strategy in developing the business.

Franck brings over 3 decades of industry experience to the role. In the past 4 years, he was Asia Head of Multi-Family Offices and Intermediaries at JP Morgan. Based in Singapore, he was responsible for leading the business development strategy for the Multi-Family Offices and Intermediaries team in Asia.

Before joining JP Morgan, Franck was head of External Asset Managers for North Asia at Credit Suisse, where he built the bank into the leading service provider for multi-family offices and external asset managers. He has particularly strong relationships with multi-family offices that deal with APAC based clients. Prior to Credit Suisse, Franck held senior roles with CITIC Bank, Barclays Wealth Intermediary, BNP Paribas, Credit Lyonnais and Societé Generale in Asia.

Franck is fluent in Cantonese, Mandarin, English and French and graduated from the University of Paris Dauphine in France with a Ph.D. in Management.

Albert Liu Chung Hsing

Chief Executive Officer

Albert has more than 25 years of experience in Wealth Management. Prior to founding Sino Suisse, he was Managing Director, Country Team Head for Global Ultra High Net Worth China with UBS AG, Singapore Branch.

Albert has co-published many academic papers in the areas of family office and multi-generational succession planning in Asia. He holds an MBA degree from the Rochester-Bern Executive MBA Program and PhD in Applied Finance from University of Geneva.

Albert previously served on the President’s Advisory Council at the National University of Singapore.

Angeline Chong

Compliance & Onboarding Officer

Angeline joined Sino Suisse recently from DBS Bank, where she was a senior Onboarding and KYC Specialist with Private Bank Wealth Management Team. She has prior experience in Middle Office Operations as well as in Trust Administration Services with other Financial Institutions. In Sino Suisse, Angeline ensures that the firm’s Anti Money Laundering/Combating Financing of Terrorism program stays relevant and effective.

Angeline holds a Bachelor of Business in Accountancy from the Royal Melbourne Institute of Technology. She is a Chartered Accountant of Singapore, a CPA of Australia and a member of the Association of Certified Anti-Money Specialists (ACAMS). She is fluent in English and Mandarin.

Henry Chen

CEO - Sino Suisse Capital Securities Investment Consulting Ltd (Taiwan)

Henry has over 15 years of wealth management leadership experience in Taiwan, including headquarters roles at SinoPac and IBFS Securities, where he was responsible for strategy, product management, and business development. He also brings earlier experience from HSBC and Entie Bank, and has served for more than a decade as a specially appointed lecturer on foreign securities for the Taiwan Securities Association. He holds an MBA from the University of Liège in Belgium.

David Toh Ka Hock

Board Advisor / Tax & Financial Planning

From 1975 to 1990, he joined the Coopers and Lybrand, Singapore as a tax principal in 1990 and served as the head of corporate tax. After Coopers and Lybrand merged with Pricewaterhouse to form PricewaterhouseCoopers (Pwc), David was the leader for providing tax advice on merger and acquisition transactions in Asia and the head of China Desk.

After David retired from PwC, he had served as independent director of other listed companies and is Senior Adviser to various family groups operating globally. David specialized in various types of tax -income tax, estate duty, stamp duty, succession planning in the region; to name a few. He focuses on corporate structuring, IPO, M&A, investment and wealth management, family succession trust and foundation.

David holds a Bachelor’s degree in commerce from the University of New South Wales, Australia and is a member of Chartered Accountants Australia and New Zealand.

John Lee

Board Advisor / Marketing

Mr. John Lee is a senior banking executive with over 30 years of experience in corporate and SME banking. He has held leadership roles at Citi, HSBC, ANZ, Taishin, and DBS Taiwan, where he has led business strategy, client franchise development, and cross-border financial services. His expertise spans commercial banking, foreign exchange, wealth management, credit policy, and risk management, with deep experience serving mid-sized and SME clients. Mr. Lee holds an MBA in Financial Management from St. John’s University in New York.

Jerry Jiang

Board Advisor / Risk & Business Development

Jerry Jiang, a seasoned financial executive with over three decades of industry experience, joins Sino Suisse Capital as a distinguished Board Member. His extensive expertise and strategic leadership have been instrumental in shaping the success of Sinopac Securities Corp and other ventures.

As a founder of Sinopac Securities Corp (Taiwan), Jerry spearheaded pioneering initiatives in online trading and fund management, laying the foundation for rapid growth and eventual merger into Sinopac Financial Holding. Throughout his career, he has held executive positions, including President and CEO, where he implemented transformative strategies, resulting in record-high net income and market leadership.

Jerry’s strengths lie in his ability to drive innovation, foster strategic partnerships, and navigate complex financial landscapes. His focus on wealth management, digital services, and investment banking has consistently delivered value to stakeholders. Now, as a Board Member, Jerry’s guidance and vision will play a crucial role in steering Sino Suisse towards continued growth and success in the global market.

Jerry holds a Bachelor’s degree from National Taiwan University in Accounting and a Master’s degree from the University of Hull (UK) in Finance and Investment.

Meijie Cai

Lingjun Investment

Cai Meijie  is the Founder and Chairwoman of Lingjun Investment. A graduate of Zhejiang University, she established Lingjun Investment in 2014 and has long been engaged in the research and practice of artificial intelligence and quantitative investing. Under her leadership, Lingjun has become one of the early quantitative fund managers in China to systematically integrate AI into investment strategies, with a strong focus on data-driven research, systematic trading, and scalable portfolio management.

Since its founding, Lingjun Investment has grown into one of China’s leading quantitative private fund managers. The firm surpassed RMB 10 billion in assets under management in 2018 and had historically exceeded RMB 60 billion by 2022, placing it among the country’s major large-scale quantitative managers. According to  statistics, Lingjun remained in China’s 100-billion-yuan private fund cohort in 2025, and its products ranked first by average return among qualifying 100-billion-yuan private securities managers for the year.

Sam Lam is Co-founder and Managing Partner of MESH, an investment platform focused on frontier technology and electronics innovation. Built on deep relationships across Taiwan’s world-class supply chain, MESH connects high-potential U.S. startups with industrial capability, strategic insight, and long-term capital. Since its founding in 2015, MESH has developed an ecosystem spanning more than 30 enterprises and over 100 industry experts, while building a differentiated deal-by-deal syndicate model serving family offices and high-net-worth investors. With a strong focus on AI infrastructure, aerospace and defense, quantum computing, and other deep-technology sectors, Sam brings over a decade of investment experience in supply chain-led venture investing, family office strategy, and helping companies scale across Asia through thoughtful, long-term strategic alignment.

Simon Yang

Simon Yang is the Founder of Witology Markettrend Research Institute, with over 20 years of experience spanning corporate advisory, public policy, industrial strategy, and investment management. Drawing on senior roles at Tatung Corporation and Foxconn Technology Group, he has developed deep insight into the structural challenges and transformation needs of Taiwanese enterprises. He is recognized for helping companies integrate strategic resources, identify emerging trends, and capture long-term growth opportunities. In addition to his corporate leadership experience, he also serves in public policy and industry advisory capacities, further strengthening his perspective at the intersection of industry development, capital, and strategic execution.
